Dr. Cockroach and Dr. Forrester are my favourites too.
Same not to see Dr. Strangelove or Dr. Frank N. Furter up on your list though.

Intro is a delightful pastiche.
Personally, I find Blackwood more quirky and hilarious than Forester, or any other "joke" mad scientist I've ever seen.
