It depends... If you build it to plans it will meet Federal Regs for an ultralight. That means no license and no registration. (and no taxes)
If you are not careful it will not make weight (254 lbs) and it will have to be registered in the experimental category, which requires at least a sport pilot license. Training is not optional however in either case. The more the better, as always.

Jim never flew hangliders. A few gliders though, when the engine stopped.

Honest questions: how many HP does the Better Half VW engine make? What size engines are used? 1.2 litre? 1.3? 1.5? 1.6?

These engines are in the 30 HP range. Most are 1/2 of the 1600 CC engine, but use 92 MM cylinders. That puts them somewhere around 900 CC.
