Then, if Google comes to evaluate your page speed just when you have a high traffic on your website, you may have a low score just because of a bad coincidence.
Here is another reason to test your websites performances with a load testing tool (CloudNetCare, an rvbu solution)

So it's based on toolbar data but there is no toolbar for Mac or iOS device with make up an awful lot of traffic these days. Doen't make good sense to me

Also try using Google's server-side speed tester (search Google for "page speed online").
I seem to get more reasonable results there. But, then again, it's a "server-to-server" tester, not end-user Google Toolbar samplings as Matt mentioned.

So would this mean for sites whose visitors have slower connections might be penalized in a more general sense - just because the data that Google collects will indicate that it is slow? Is the connection speed of visitors a lurking variable or one that Google accounts for?
