While everyone in japan does not dress like this, theyre still more respectful to people who do too. They don't stare or point or do anything that could be rude even if they think you look weird as fuck.
Also..@SurfinBirdman ...Although Japan is a group oriented culture when being compared to more individualistic cultures like the states and Europe/Aus.. The acceptance of Avant garde and eclectic fashion is more open than youd think. Of course not everyone does it, but its much easier to get away with a lot more in Tokyo than a lot of places..Even outside of Harajuku of course.
For someone doing an editorial on fashion, I find the hostess looks really bland and un-fashionable! I would recommend eyeliner or even a bit of eyelashes, and a less severe hair style...
I know one brand name is Lactose Intoler-Art. It is the bag that Tavuchi (the 80's girl with pigtails) is holding, it shows it briefly.

what they dont mention is WHERE this fashion takes place...
it's not like everyone walks around in crazy outfits, those that dress crazy are definitely not the norm... they are eccentrics.
That being said, in a culture where conformity is key, if you are going to be different you might as well take it to the extreme
