Basically, it's down to the success they had during their early years, with songs about, surfing, girls, and cars, and, i think because of those few years, The Beach Boys will always be stuck in the typecast of those things, so, no matter how beautiful the song is, the people incharge of making the video will always try to sneak such things in. well, that's what i think, anyway, Beautiful song by the way.
I'm pretty sure that the underwater surfer you see is Dennis Wilson. Dennis loved the Beach, the Surf ... the Beach Boys just promoted Dennis's Image as their own. It wholly appropriate to use Surf shots for Denny's video! He was a surfer long before he became a drummer.
