The difference between secularism and theocracy is that secularism varies more. Yes, some forms of secularism- ie Maoist China were oppressive but most contempory forms are predominately progressive and tolerant. Theocracy on the other hand is universally repressive.

I think you'll find that most political and religious systems in the past have failed.

This may be because they were too narrow in their outlook as they focused less on welfare with an over reliance on ideology.
