A far-reaching new bill that will allow land to be expropriated in the public interest and help boost the government's ailing land redistribution programme was approved by the cabinet this week.
The bill, which is being piloted by the public works minister, will now be tabled in parliament for processing.

The government argues that the current expropriation law is restrictive in that it allows the state to expropriate only for "public purpose". This would include the building of roads, dams and other public infrastructure.
The proposed bill would broaden the scope for expropriation, in line with the constitution, which provides that the state can expropriate "in the public interest".

Land Affairs Minister Lulu Xingwana is on record as warning that if farmers demanded prohibitive prices for their land, expropriation would be the route to go.
According to briefing notes provided by government spokesperson Themba Maseko, the proposed new bill would harmonise 140 pieces of legislation empowering various organs of state to expropriate.
In a bid to allay the fears of investors, the government has tried to emphasise that the bill is in line with the constitution.

The situation in South Africa is worse than what statistics will tell you.From fear of reprisal i cannot tell you figures but i can tell you that 80% of crime is black on black and most of that is never even reported.Assault and robbery cases gets fixed up by paramedics and the victim goes home.They know that the police cannot arrest most criminals.

I also live in South Africa and I live in fear everyday of my life. Our house also looks like a jail cell - we live behind bars. I'm a woman and fear rape every day. I also want to move out of this country but it's not that easy. And the problem is that none of us stand together as a nation . . .and the few who do, can't make a difference!

i was the same. i used to live there and i was scared every day. i now live in Scotland where im never scared. but being honest it cant compare to south africa. i miss home sooooo much u wouldnt believe. i mean the hospitality u get when u walk into a shop or restaurant in south africa is amazing. but over here its like you dont really exist when u walk into a shop.

My friend's 87 year old grandmother was dragged from her bedroom to the kitchen where her throat was slit... nothing was stolen, only $3. That's what we get emotional over, SlumCommando, not the facts. And you cant just blame poverty, happyness01, because I have been robbed numerous times on a university campus (and the guy who picked my bag wasn't white, BEE)

The issue is not the body count, but the nature of the crimes. In 85% of white farm murders, for example, nothing is stolen while people are turtured to death... the numbers may be small but on a % scale white SA farmers have the highest murder rate for any people group in the world (sited: Genocide Watch, Google it) - it is the goverment's response (or lack thereof) that is the problem. That same type of militant torture style murders is now happening in SA suburbs.

Evidence? Well SlumCommando the next president of SA is an idiot who publically stated that taking a cold shower prevents the spread of HIV/AIDS and whose theme song is "Bring me my machine gun". According to Genocide Watch in the USA, South African white farmers could very well be experiencing the highest murder rate in the world - while the ANC youth league are still singing "Kill the boer, kill the farmer" at their political rallies. Are you smoking something really cheap?

Well, SlumCommando, thank you for so vigorously defending the dark hole that is the SA crime situation- proving to us all that the SA police can count and that the crime figures are only so high and not possibly higher... I guess you havent been personally affected by the crime, corruption and callousness that prevails here else you too might have been prone to emotionalism and an unpleasant nature. Btw, the SAPS recorded more willful homicides in Cape Town in 2002 than the MRC who count bodies in the morgue. Work that one out.

Don't get me wrong I acknowledge SA is an extremely violent society - one of the worst and, VERY occasionally, THE worst. But having studuied the murder stats thoroughly and hearing claims which sound more like emotional opinions stating there's a cover-up, there's no evidence.
