Actually it really isn't that hard to rig the lighs to dim, and flash at different times, the only that that is hard would be deciding what lights to flash at what times, and putting all of those lights up around your house.

This house is about 45 minutes south of me... but it was all over the new a couple years ago. The guy works in special effects for Paramount Kings Island theme park. He was only allowed to do this show for 1 year before it was shut down due to traffic complaints by neighbors & emergency crews. To SPANKY with the $300 light box, it won't come close to this show, he had to have upgraded power transformers installed and it was controlled by four servers.

The guy actually rented out a radio channel so if you pulled up to the house and switched to the station it would play this with the lights playing...

He also got a contract deal with a beer company... forgot which one it was...
