Many people regard animals as things. They do not see animals have personality. Here in Germany, superior politician, a suitability test for people who want to buy a dog. Not a bad idea, if it becomes reality.

@mbhsug Come again? Testing if you´re able to take care of the dog? Something like that would be great..Not only for dogs, but for other pets as well, especially exotic ones... But you know how it is...It would cost money to process these tests and controls... But I think they should do it, with animals and with kids as well. Test people if they are capable of raising a child and feeding a dog :-) ´Cause many of us are not...
