@jimai808 Itachi actually says that the BEST he could do against Jiraiya is force a stalemate. Kisame says that he doesn't know if he could even stand up to him. Basically Itachi says that he & Jiraiya would both be killed. Kisame is just SOL & would have to hope Itachi was there to hold his hand.

@bogdanaxelful i think you're right , me , personnaly i like the sharingan users the best , but i didn't let this affect my judgement while making this top , so most of the people told me that jiraya was better i wasn't so sure and i went by this , but i pretty much think it's just a small mistake cause they are pretty close
@bogdanaxelful@Adragon28 actually if you think back to before the time skip (i think it was then) we have clear evidence that jiraiya is far stronger than itachi is/was. itachi himself admits that if both he and kisame were to fight jiraiya the best they could manage would be a draw.
amaterasu rarely does jackshit to anything. does jiraiya really deserve to be above itachi w/ susano? if hashirama did all that, why so low? hes second strongest of all hokage. and definitely above minato. raikage doesnt have a hope of beating ems madara. again hashirama > nagato. minato isnt the greatest kage ever. he didnt create anything or beat anyone really important. he just sealed kyuubi. mito did that and didnt have to die. i dont remember tobi saying sasuke is strongest
