If you're still looking for Moon Child, it's been released in the US on dvd for years (though I don't think it was ever well-known). I've seen it in Blockbuster a lot. And Best Buy probably stocks it in the foreign DVD section...can't guarantee it though.
I've never even heard of Devil Man, though, so I can't help you with that one. =)
