Shawn Michaels didn't need title reigns. Superstars today like Randy Orton, Edge, and John Cena are pretty much useless without being the champion. No one wants to see either of those guys unless there's a title on the line. Shawn always had the best feuds and greatest matches and he didn't need any belts to do it. Vince actually wanted to the belt on him but he kept saying no, because when your champ, you have to make every house show, and every event in general, and he didn't want to be away from his family that much. So it wasn't so much that they dropped the ball, it was more his decision than anything else.

He had one of the greatest in ring personalities and was one of the most charismatic wrestlers. If you look at the greatest matches every year since his debut you will see the name Shawn Michaels the most. The Superstars today say he is the greatest of all time and most of those Superstars watched wrestling since the 80's. He deserved way more. He had a passion for this business.

Like he said in his Hogan imitation he was only worried about being the greatest in ring performer that has ever stepped into a ring whether it was Madison Square Garden or Battle Creek Michigan. Its not about titles with him it was about everyone talking about the match Shawn Michaels had. His match at WM 14 with that back is one of the greatest performances ever put on.
