Compare to Sam: Kurt came on a little strong, but Sam was able to state that the former was doing so and that it made him uncomfortable so Kurt tried a more relaxed approach.
Well actually, Kurt's crush caused more good than harm: He did a bad redecoration, got Burt and Carole together, gave his dad the chance to do guy things with another guy, distracted Finn from the woman drama, allowed Finn to examine his own sexuality and come to terms with his feelings, showed Finn that his desire to avoid confrontation wouldn't always work and he needed to man-up and allowed Burt to say why calling some a fag is really hurtful.
But calling him a stalker is a pretty serious allegation and I wouldn't say that it's the same as simply coming across as a bit creepy. I still wouldn't say that Kurt was any more creepy than Rachel though; they both just needed to be sat down and told that their crushes couldn't be reciprocated and the latter was given that liberty, the former was not.
Kurt had a silly teenage crush; that's all there is to it really.
Well if you didn't mean a stalker, why say it? What I think you mean is Kurt was foolish, and he definitely was just like any of us can be. Then again, we are talking about a character with very little understanding of how to properly display affection towards someone; it's not like he had a mentor at that point to guide him. Finn was one of the only guys who was nice to Kurt so it makes sense that Kurt might latch onto that and see something that wasn't really there.
But how can you accuse every teenager who's ever had a crush of being a stalker? The definition of stalker says that the attention should be "unwanted", but Finn never clearly displayed to Kurt that his attention was unwanted.
I think the real reason why people accuse Kurt of being a 'stalker' is because he's gay and Finn's portrayed to be straight. If Kurt were a girl people would just laugh it off like any other failed crush; exactly like they did for Rachels.
Pressing charges over what, exactly? Kurt never actually did anything physical to Finn. If Finn was uncomfortable then all he probably had to do was explain it to Kurt and they could come to an understanding. Rachel crushed over Mr Shue, which could get him into legal trouble, but nobody acts like she was a stalker. Kurt took advantage of situations to get closer to his crush and let it go too far, which was foolish, but it's not like Finn was in any real danger.

Overall, I think the scene was wonderfully acted but poorly written. I like what Chris said. If I had been in his place, I would have been quite a bit more rude. The man who asked that question might have had a valid point but he expressed himself in a way that was accusatory, catty, and insulting.

whenever someone has a crush or is in love with another person you automatically want to be with them as much as possible, even create situations to be close to them, its natural and we`ve all done it! I really think people are saying its "creepy" because Kurts a boy. If it was a girl pursuing Finn it would be percieved as normal, maybe a bit slutty but certainly not creepy! I think a good way to have resolved this would have been for BOTH characters to have apologised to each other.

The difference in Kurt and Finn's situation is clear: Finn never said no. Finn never showed any obvious sign to Kurt that he was uncomfortable. Finn never sat down with Kurt and told him that he'd noticed his subtle advances and that he wanted it to stop. Kurt was foolish, yes, but never creepy.

@Bluesilvahalo I get what you are saying, but I think people who say it is not creepy do so because Kurt is otherwise a loveable character. What if the Coach did that to Emma? Or if Puck did it to Rachel? "Creep" would be the lightest word thrown around, but precious Kurt gets off the hook because he's a loveable "nice" character for the most part, but even nice people can do bad things, or even creepy things.

Did you sit down with that girl and explain to her calmly that you didn't appreciate her advances and wished for her to stop?
The difference in Kurt and Finn's situation is clear: Finn never said no. Finn never showed any obvious sign to Kurt that he was uncomfortable. Finn never sat down with Kurt and told him that he'd noticed his subtle advances and that he wanted it to stop. Kurt was foolish, yes, but never creepy.
