you can be a doctor but not a consultant...but a consultant has to be a doctor .

Why not just say "doctors" ?

because their was a spectrum of opinion...some of it more authoratitive, some of it less so...she was trying to be precise i suppose; its like saying 'there were cats present and there were big cats present "....it displays two species, albeit both feline, and thus has a totally different meaning to just saying "there were cats present"
