I don't think there should be a law against it but when I am in public and am with my son or daughter and a guy (I don't care about the color) is sagging showing his underwear, I ask them to pick up their pants. I will usually get a grunt and they will 9 times out of 10 pull their pants up. If they don't pull them up, I tell my kids where that fad was created. (in prison to let other inmates know that they are available) The lower the pants hang, the more available they are.
