Both have long sleeves. Is that your reason? I don't think there's any relation between them two. The communication between Tibetan and Han cultures was still sparse even during Qing when the emperors believed in Tibetan religion. Tibetan dance is developed mainly by Tibetans themselves and affected by Indian dance.
Tibetan dance has its own origin. There is a fundamental difference between Han style and Tibetan style dancing. Han style moves left foot with right arm, and right foot with left arm, Tibetan style moves left foot with left arm, and right foot with right arm. I have a documentary explaining Chinese dancing in my channel. It's called Chinese dancing. 中国舞蹈
