while these Scarecrow dream sequences are impressive, they don't entirely make sense

Scarecrow's fear toxin causes a hallucinogenic effect that causes people to imagine their worst fears

but scarecrow has no actual control over what they see and he can't infiltrate their visions like he does here

any ideas here?
