Actually if they impounded the Los Angeles river behind a series of "check dams" and treat that water then Los Angeles would have a lot of water for non-potable use.
The black balls are called "bird balls" as they were orignnally designed to cover swampy areas alongside or mid airport runways to discourage birds from landing there (and inadvertantly get sucked up into any jet engines.)
Who uses hydrogen peroxide--which countries? Is the cost and effect comparable?
If the United States would start using Hydrogen Peroxide instead of Chlorine like many European nations do they wouldn't have to use the little round plastic balls in the video to prevent the toxic cancer causing bromide from forming. What are they some form of bioballs like the ones they use in aquariums? Interesting! I'll bet they assist in other filtration processes in addition to removing bromide.

Great video, glad you're bringing light to this issue. Try to cut out the traffic noise if you can, it makes your commentary difficult to hear well.
