They aren't a part of that universe at all, at least not in a real respect. The Watchmen comic was released in the DCU and The Question (the basis of Rorschach) liked Rorschach and tried to copy him only to get his ass handed to him.

Yes, I know I was trying to say that Rorschach was inspired by the Question. Moore originally wanted to use the Charlton Comics characters that DC had recently purchased. When DC did not allow him to he instead made characters that were "like" a number of the Charlton characters.
