That's how they get milk from their mother when they're kittens. Not sure why they continue doing it later in life but my guess is when they feel something soft that resembles their mom's stomach, they just do it without thinking because it probably feels good.

they do it when they are relaxed or on top of soft things because when they are/were kittens they did that to their mothers stomach to stimulate milk flow. so they are remembering being warm, full of milk, and also remembering being with their mother and siblings. ;D(its cute, hu? ;})hope that helped!!! ;}
