I myself don't find the tempo too slow. I think it's just about right. The mistake so often seen these days-particularly in Europe-is to apply some kind of weird,"jet-propelled" super-tempo that is almost always totally foreign to Handel's music. It's too bad that a fuller orchestration was not available. In Handel,the vocal and the instrumental form an essential dual combination quite intertwined and interdependent.
