I think that blaming dark-skinned immigrants for failing to integrate successfully into their host country, on the grounds that their skin is dark, is a cop out and is an old (And well-refuted) position held by those who love to hold banners but are not so keen to think for themselves. The ineffective integration of immigrants is more likely to be the result of racism and lack of willlingness to cooperate than anything else.

Illegal immigration is definitely part of the problem with the drugs, particularly Paco. The small minority of them that are involved in the drug trade poisoned their own people and started this madness inside the villas. If there wasn't such a large population of impoverished people living in the villas this drug wouldn't have had as much affect.

There are so many of them in BsAs nowadays that some villas miserias have populations in the tens of thousands, some even exceed 100,000, like Villa 31 for example. Drug traffickers, mainly Peruvians in this case, set up coke processing labs in the villas. These guys just took a look around them one day and saw an entire untapped market to profit from.
