Here's my theory: As long as they don't kill metal sonic, he'll pretty much always be SEGA's fail-safe villain. Think about it; If another character had been created as the mastermind behind the events in Sonic Heroes, the game wouldn't have been nearly as good as it was. This guy can practically turn a crappy, half B.S.'d attempt at a game into a best seller.
