They cut to a graphic. Probably to see if it was just the pictures from the studio that were green or if it was everything.

the cause of that was the PAL broadcast decoder failed, and took some time before it was restored (so I am told)

I am not saying you are wrong but the same thing happens at my studio when the CG (graphics machine) shuts dwon. I don't think its a PAL decoder as the whole picture would loose lock and simply go. Notice that the graphics dissapear shortly before the green indicating the machine crash and maybe was restarted before being taken out of line
