I can at least tell you who the creepy old man is. He's the main villain of this game. His name is Verel, and he's the last survivor of a race that used to inhabit the ABSOLUTE (remember that extra-dimension that the heroes discovered at the end of Galaxy Angel Eternal Lovers?). His race got wiped out (I don't know how; possibly by the Chrono Quake the Val-Fasq set off), and for some bizarre reason this led him to stage a coup d'etat against Seldor, the lead planet of the NEUE system.
