What always bugged me about this is what about trainers who start off in Kanto? Do the Gym Leaders have two sets of pokemon, one for experience trainers and one for rookies? Or do Kanto's inexperienced trainers have to fight against level 40+ pokemon?

I don't get why no one knows about the One-Hit KO rule. Any 1-Hit KO move (Sheer Cold, Fissure, Horn Drill, Guillotine) will only work if the target is a lower level. If you're a higher level, then it will always fail.

The kanto gym leaders are weaker than the jotho gym leaders? Well, if anything certainly not level-wise. The 7th Kanto gym leader has Pokemon on the same level as the Jotho Elite 4 Chamption. I remember being pretty disappointed by the low level of the Jotho gym leaders when I played it the first time.
