The stuff that is not b-roll is actual footage of the accident, an interview with a victim or the police officer ... etc. Funny though, I've never heard of that stuff being referred to as "A-Roll."

Yes- there really is a thing called B-Roll. It's the video/film equivalent to stock photography. It's used primarily in low budget commercials or in place of a second crew on film shoots, where they might need a shot of a New York City skyline, but no budget to go out and shoot it. Actually, this commercial captures its uses pretty accurately - that's why it's such a big hit with the ad guys like myself.
