yes it is "pick it up" and i believe it is because most ska songs are played on the upbeat of the count (esp. that "classic" ska-strummed guitar). not really much to it, just a way to encourage the band to keep it quick with the tempo. but more of just something for the singer to do; and somewhat of a ska trademark, as you pointed out
