Actually, Nena Kerner could speak decent English at the time 99 Red Balloons was recorded (late 1983 probably), but her command of the language definitely wasn't good enough for the upcoming US promotional tour. So she was given a quick crash course in time to impress international journalists.
The original idea for the song came from members of the band seeing some balloons float over the berlin wall in the early 1980's and wonder if the Soviet Block RADAR could detect them, and if so, could WW3 start by mistake if someone sent a lot of balloons floating eastwards.
99 single balloons are probably too slow to make a potential target or radar signature, unless they were attached together. Maybe then they could match a more dangerous radar signature especially at high winds.
