Yeah, after completing The Waters of Life quest, you go near Vault 101 entrance you found Vault 101 radio signal and start the quest. To do the quest you will need to go in Vault 101 so don't miss the Bobblehead this time!

After your dad caps himself at the Jefferson Memorial and all that drama goes down, you will soon after receive a distress signal from vault 101 which will allow you to go back into the vault on a mission. You should be able to get it then.

i have a question. do i need to put the bobble heads on the bobble head stand bcuz on one of my files i rigged the bomb but killed burke and i cant unrigg it -_- and on my first account i missed the one in raven rock so do i need to start over ?

Yes, if you miss the one in raven rock, you can't go back and get it. Not sure if you need to put the bobble heads on the stand or not, but once you pick up the bobble head, the stat bonus is permanent.

Also, if you blow up megaton before you get the strength bobble head (its in Lucas SImms house) you won't be able to back and pick it up as well... hope that helps :D
