I can confirm that Sunflora can be found outside the Health Center. If you look at its Pokedex location data, the area outside the Health Center is lit up.

Uh, you can, but it would be a pirated copy if you did. If you want to play the game, you can just find Pokemon Naranja in a google search and get all the necessary things to play it (i.e. an emulator, a Pokemon Ruby rom, etc.)

After this, you level up your Lapras until it learns Surf (don't worry, it shouldn't take long), and then go back to Valencia Isle, and surf southwest from there.

anways there will be a wall next to a person that say she not a traniner and its a tunnel go through and thats where the gym is.

you will need to do the wave race and by then will need to heal.

I got this game and couldn't, but i found a way.

I hope i'm not too late.

Don't try to get in. Go to the recovery center and go in. You don't need permission. Get the Lapras and train it to level 12. Go to the first town (Next to Prof Ivy's lab) And surf by nurse joys boat. Go left then down. You will then have to go a load of routes and will eventually get to the first gym.

I don't know if you experienced the same bug with me or not. But I use Lapras to Surf west of Valencia then back to the land, some Spanish text start appearing and it won't allow me to go back to the sea. I have to re-do talking to Tracy again and finally it allow me to go back to the sea back and forth.

It's a common bug that I've experienced from time to time. It causes events to happen over again. The only known way to get rid of the glitch is to start a new file, and try to spend as little time west of Valencia as possible, seeing as that's where it happens.
