Man...I'm just getting around to discovering this almost 6 months after your post. This is great- especially to a DC native. Was this actually aired? I was only 5 in 1967 and don't remember seeing this.
I used to live in the neighborhood (till 1965; I was 11 years old when we moved) and this was such an important tradition to me. Thanks for posting it. From a Super 8mm source? The music is delightful, too. I love how the lights come on gradually...

Only a couple of TV stations still have this tradition anymore, as far as I know: WRAL in Raleigh, N.C., and KING in Seattle.
