I found all these little bits of unused dialog to be too entertaining even if the game itself didn't use them anywhere, so I did.

It's the same as any other characters who had as of yet unknown abilities...just make some stuff up so you can have a game with familiar and popular characters.
I'm not sure about whether or not the concept of Resurrección had even been touched upon, so if there was a release state they might not have been given permission to go that far...but at the very least, I know I've not heard of any details about Arturo like that, except for his zanpakuto being named Fenice (phoenix) and somehow allowing him to absorb the powers of his enemies when he kills them.

Soi Fon wears Suzumebachi released as a claw on her finger. Grimmjow and Ulquiorra don't use theirs because they weren't revealed at this point, even in Japan. Arturo uses an energy blade projecting from his hand.
I compliment SEGA for getting the Spanish right for his name, unlike Tite Kubo, by putting the adjective after the noun. Silver-Plated Arthur he is...though he doesn't look very shiny to me. Thanks for showing us what his powers are about. (Trapping people in a dark purple force field?)
As for why Arturo dresses like Aizen's Arrancar...maybe Aizen knew about Arturo and liked his outfit ideas.
Did you purposely wait until a randomly-chosen startup screen features the character you'd use?
I don't really know what Arturo is about, the things that stand out about him are the black energy blade he uses in some attacks, glowing wings that seem to protrude from his back, and the remains of his Hollow mask, which actually look suspiciously similar to Grimmjow's...and the hair color doesn't help there either. I love the accent, though.

Many people (including myself) was fooled into thinking it was TIm Burton, but it was actually Henry Selick, a far more obscure name. Ads are often misleading. It might refer to the creator of the Bleach anime and not the Bleach manga. If I remember correctly, the opening credits show three creators (Tite Kubo being one).

I did some digging, and I believe that the truth of the matter is that he's a Sega-created character with permission and oversight from Tite Kubo. I have no idea how much he was actually involved in the creative process.
Apparently the two "main" extra original characters featured in the game are among the soul reapers who were there when Arturo Plateado was originally subdued and sealed away...somehow time travel ensued, hello present day. Heck if I can manage to figure that one out, though.
