The trains stopping at Nishi-Kansai normally go Nakano-Nishi Funabashi, while the Mitaka - Tōyō katsutadai (and Tsudanuma) trains only stop at Urayasu betwen Tōyōchō and nishi-funabashi. So the trains must have been Tōyō katsutadai-Mitaka trains because they skipped Nishi-kansai.
