2)or double click on the little speaker near ur pc-watch then do following: Settings > property > mark "recordings" > press ok > Now u can tune the "volume" of the mic up and down

It does sound like you are using an inbuilt webcam mic. I wouldnt be suprised if this is a logitech one, some of them have this problem, especially the orbit/sphere.
If the sound going into it is loud enough, it vibrates the mic too much for it to cope with....
Its a problem that can be easily resolved by a mini boom mic which you can buy and sits on top of your monitor a bit like a webcam does
That probably wont stop the mic rattling... the problem occurs at the source (the mic), so the static is there before the sound even reachs the computer =/
