This and Article 22 of the Covenant of the League of Nations were the basic documents on which the British and French effective 'ruled' (so more or less 'owning' ) and divided Syria under puppet kings etc. Not until 1967 Palestinians were asking for a 'Palestine' west of the Jordan. "Palestine' became a way of 'taking' (back?) more land. Not as much for the Palis, but for Islam. Islam can't tolerate Jews at all!
