For example in this case, "Paki" is meant to hurt/offend the "Paki" person so "Paki" people react negatively towards such a gesture. Also, most people would know "Paki" is meant to offend so naturally people take it as a harmful act.
I don't know if that answers your question entirely but it is the best I can give.
