Actually, you misunderstood my comment. You can see that I replied to someone else, and I'm saying this not because he doesn't have it, but that "how he can NOT have it" since he has a rapier.
In other words, the other person was saying he's cheap because he has that attack, and I objected it by saying that he has to have the attack since he's fighting with a rapier (not a necessity, but I'm just saying this a bit humorously).
It's like that for every character. And they expand once you have the title that allows you to master said Arte. Richard has as much more Artes but they're only used in his boss incarnation.

He does have Sword Rain, he uses it around the one minute mark, he says "Chirisazame" as he does it.

@Pentao That's Akisazame, which is localized as Sword Rain: Alpha. He has Chirisazame, or Sword Rain, in the child timeline.

It's so obvious that he leaves the party later..just look at his A button skill menu. It has no slots for future expansion.
