Don't know why you got a thumbs down, this isn't a sequel to district 9, and has absolutely nothing to do with that movie at all.

It's the sequel to Banlieue 13 aka District B-13. Basically a french Parkour promotion movie. The lead is David Belle, the guy who pretty much gets credit for Parkour.

And Parkour is for those who don't know basically a version of free running.
