yes but if you unlock wii or GC you can do it but you need the japanese version of ruby and saphire and don't buy stuff at ebay you never know if it works or not.

You need the japanese colosseum game, this celebi bonus disc, a freeloader/Japanese Gamecube/Japanese Wii, and a Japanese Pokemon GBA game.

There is no other way of getting it.

nope, Everything must be in Japanese. That includes your GBA game, your Colo game, and the Colo bonus disc. :P

When you said you have to have the jpn game, my disc worked fine with the english save file.

that's hard to believe when nobody with the bonus disc is able to use it on an English save. The English game does not even hold the data needed to use the Japanese bonus disc. I think I need proof before I can believe you.

Yo green can I get a celebi I lost all my events but the movie regigigas and movie shaymin. I could give you both if you like since I I have rom copy of the japanese platinum. With that I can make as much backup saves of the events as long as I want.

1) Do you need to have Ho-oh as well as purifying the 48 Pokemon?

2) Do you need to play through Colosseum again to get another Celebi or is it just a Japanese GBA game.

Nope you dont need ho-oh

And after all 48 of the celebis have been taken off the disc, yes you'll need to start the Japanese pokemon colosseum over in order to recieve another 48. But getting all 48 celebis would take a while because you'd have to play through and beat the e4 48 times in a Japanese GBA pokemon Game

Urmmm you're supposed to use the japanese version of pokemon colosseum, and to play that you need a freeloader, or a japanese G-cube.
