The translation "City of Refuge" is quite correct-the city itself was an extension of the sanctuary; making it an area in which the 'right of sanctuary' and the 'right of asylum' were granted by deities of certain ancient cultures(Israelite and others)to certain offenders/criminals.

"Sanctuary City" is correct if you base the translation on the reasoning behind the facts.

"City of refuge" is a more accurate translation--and that is usually how the Biblical hebrew term "ir miqlat" is translated into English.

"Sanctuary city" seems to be a more recent term that they are using in the US to refer to municipalities that don't actively seek to deport illegal immigrants.

The guy above who translated it as "emergency city" probably did so because in modern Hebrew (as opposed to biblical Hebrew) the term "miqlat" is used for an "emergency shelter", the kind someone ducks into if his town is having rockets shot at it. That person was probably unfamiliar with the Biblical term "city of refuge"--example: Numbers 35:11-24 "Then ye shall appoint you cities to be cities of refuge for you; that the slayer may flee thither, which killeth any person at unawares."
