I read that the reason that Tara was in the opening credits until the episode she died because he wanted to do something where he put someone in the opening credits for the first time and then kill them the same episode. He was originally gonna do it with Jesse in the very first episode but the network wouldn't let him. So, he ended up doin it with Tara instead. It's actually kind of genius if you think about it. It throws off the audience...

Wait a second. They were on the second floor when Tara was shot. The angles all wrong. There had to be a second shooter. Warrens bullet would have hit the roof. The only way it could have hit Tara would be if she was standing right at the window, not 6 or 7 feet away like she is here.

They brought her into the credits because everyone figured someone would be dying right there, in that episode, and it was leaning to Anya or Tara, so Joss made it look like Anya would die, then he killed Tara, shot Buffy and turned Willow evil in the last 20 seconds.
