So this suggests that he was not only out of line but also that the person he hit may have done nothing near the level of rape or murder. The real concern isn't the guy in cuffs, its the guy who puts the cuffs on him. Is the officer mentally stable and in control of himself? That is much more frightening than any regular murder or rapist. Cops too are guilty of murder.
