one of them is a bright neon green fire belly toad and the other is a brown tanish color fire belly toad. they said that the brown one was female however that brown one has clasps and makes more noise. is it possible that that could be the male and not the neon green one?

that is not true. Males have like a "little thumb" which is called a nuptial pad, which are used to grab and lock on the female during mating. the females do not have that. Stop giving out incorrect information. cute toads though!
