The key is transparency, understanding and commune sense. We the people must make it work.

coming from a Middle Eastern, this global perception index is the most accurate, I have observed many human rights and economic shortages in the Middle East ( which it is ranked as highest in corruption ) and I would love to go to Europe or Canada ( they are ranked as the lowest ). The CPI is a "survey of surveys", based on 13 different expert and business surveys.

Costa Rica is 43...so you Costa Ricans are somewhat corrupt...you should work on that...but Mexico is much more corrupt than Costa Rica.
