FL-studio is not a voice synthesizer.

She is just a mascot for the program,which I guess is just an audio editor.

Her voice was produced through UTAU.

Correction:

Correction: While Fl-studios is not intended as a voice synthesis software, it does harbor one which you can use.

It's called "Speech Synthesizer" and you can make around 12 voices talk/speak. This is how they made Fl-chan's voice by using the child option, and made Furu Furu Ni shite ageru~ using it.

At least, that's what my knowledge is about it xD;; I've only tried Fl-studios once.
