Signals flashing at night has become much less common over the years where I live. Anyway, I wonder if the signal in this video is running on a mechanical flasher that needs to have the contacts cleaned. I have one at home that runs my old 4-way signal (makes a nice den display!), and it causes an uneven flash, although not as extreme as seen here. I haven't gotten around to dismantling the unit to clean it yet.
Normally, this kind of flash is only permitted when the ratio of traffic on the major street to the minor street is at least 4:1 or something. In most cases, the "fail-safe" is an all-red flash.
It's called preemption mode, either they're new and they are set to that to allow people to adjust to them, an outstanding situation such as a state vehicle in an emergency, or what fku8447 said, a malfunction or offline.
In Europe they would flash yellow all directions, in which case you observe the signs. It's important for Americans to understand that it does NOT mean "priority."
@HugeDeal2008 Actually, a flashing yellow light simply means "there's an intersection here, but you have the right of way". Think of it as being at an intersection where one street has stop signs, but the other doesn't. The flashing yellow lights are on the street that would ordinarily not have the stop signs on it. If the signals are flashing red in all four directions, that's a four-way stop.

It's just the LED bulbs messing with the camera lens.

What does the red flashing light mean? Yellow flashing generally means the signal is offline or not functioning. (Well it does in AU)

A flashing red = stop, and proceed when safe (Stop Sign)
A flashing yellow = yield, and proceed when safe (Yield Sign)

It's because they're LEDs. Those don't show up solid when on.
