Is this online or what? Because the max level for the characters in the game itself is 100.

Nope, it's in the Inward Chaos story mode where most of the enemies are above level 100, finishing with a level 110 Chaos, it's pretty flippin' hard, but fun. That's why he does sooo much damage.
