Phelps ordered the deaths of Japanese children and women during the war while they were in a hospital, because there were also Jap soldiers there... Courtney Sheldon then shot him in the chest. Kelso didn't care, he blankly looked at Phelps on the ground, and called a medic over. He said, "If you actually want to heal him." Thats the last newspaper in the game.
