meet the greatest in the world to ever play nes open...Im the muthafucking champ Ive won hundreds of dollars beeting on this game over the years...one time I played a skins game for 10$ a hole and won 150$ off my buddy I shoot 16 under on average and have went 24under on the us course.

Obviously did not do the research - that's Princess Daisy next to Luigi, not a second Peach. The manual clarifies this by actually referring to her as Princess Daisy; the artwork even depicts her with brown hair.

This was made before Princess Daisy was considered an actual character, so no, officially it wasn't supposed to be Daisy. Though you could consider NES Open to be the first, though unofficial, Mario Golf, and consider her as Peach, if you wanted. It's just not likely to be official.

Kids back in 1991 didn't care about the Mario storyline anyway, they just liked playing Nintendo games without thinking about it. So if they did play this game (I didn't), they just saw it as a game to play.
